When ever I try to intall Framework v 4, on vista, this is the message I always get, even after successfully using the cleanup tool: KB2600211 does not apply, or is blocked by another condition on your computer.

Unfortunately I can not guide you on how to bypass admin rights. I'm sorry to say you may be on your own for this one. I mean there are ways to bypass admin, just do some YouTube and Googleing. Sorry man.
